Digital Harms in Somalia: Why Awareness Must Come Before Regulation
Welcome & Introduction

I had the opportunity to participate in the “Multi-Stakeholder Convening on Digital Harms in Somalia: Social and Political Impacts and Policy and Regulatory Frameworks” held on April 27, 2026.

This session brought together various stakeholders for open discussions on how Somalis are using social media today, the growing challenges, and what needs to change moving forward. Key issues raised included misinformation, misuse of platforms, limited digital literacy, and the rapid rise of AI without sufficient public awareness.

From my perspective, one key point stood out clearly: we cannot discuss digital risks without investing in digital awareness. This awareness must extend beyond individuals; it should be embedded in government policy, education systems, and community-level initiatives. Without that foundation, regulation alone will not suffice.

As AI accelerates developments, the gap between technology and public understanding is becoming increasingly dangerous. If we don’t act early, we risk reacting too late. Conversations like this are important, but what matters most is what happens next.

Research, collaboration, and practical action will determine whether we build a safer digital environment or fall behind.

Thanks to Somali Public Agenda (SPA), Puntland Development and Research Center (PDRC), and Build Up ^ for organizing a much-needed conversation at a critical time.
